The incorporation of the Town of Gilbert took place on July 6, 1920, and the first Mayor of Gilbert was Everett Wilbur, shown below in his dress best. It appears from our best research that there were only five hundred souls in the town proper at the time of incorporation.The initial town land in the Town of Gilbert in 1920 was approximately 814 acres.

In the 1920 census, Gilbert was already a diverse area, with 584 Mexican settlers and 996 Anglo inhabitants. It needs to be understood this was the count in the trade area of Gilbert.The town population was much smaller than the total of 1,580 people in the census count.This count did not include the Higley area, as their numbers were recorded separately.
