Ensuring Reliable, Predictable Access to H-2B Workers. H-2B remains essential to meeting seasonal labor demand, and our Government Affairs team delivered important wins this year that reinforce the program and support continued advocacy momentum. • Supplemental Cap: Successfully secured language in the continuing resolution allowing the Administration to release up to 64,716 additional visas. We are actively urging the Administration to release these visas as quickly as possible to meet peak seasonal workforce needs. • FY 2026: Working with bipartisan lawmakers to preserve “Certified Seasonal Employer” (CSE) language in any FY26 year-end spending package. Maintaining this language is essential to providing seasonal employers with predictability and stability.
• Litigation: Collaborating with co-plaintiffs and counsel to resolve litigation challenging the Administration’s rule that could unfairly impose strict liability on H-2B employers for recruiter misconduct. Farm Bill Advocacy: Member Voices in Action. This summer, NALP conducted a fly-in with lawn and landscape members to meet with key policymakers to urge the passage of a Farm Bill in 2025 that includes our priority pesticide preemption language.

Bridging the Gap: Turning Industry Insight into Informed Regulation. This fall, NALP hosted more than 40 federal regulators from the EPA, U.S. Fish & Wildlife Service, and USDA for our annual EPA Field Trip, providing policy decision makers with a firsthand understanding of how pesticides are used safely and responsibly in professional lawn care. By working closely with the EPA’s Biological & Economic Analysis Division during development of the Biological Opinion for atrazine, we provided critical data on the true geographic limits of use in turfgrass, which led the EPA to significantly reduce its estimated volume of atrazine use by our industry in its risk modeling.
