Stephen McGinnis is from Gree nup, Ky., and is married to and has four children with Tracy Frye. He is a partner at McGinnis Leslie PLLC and practices law in Gree nup and Ashland, Ky. delegate to Assembly for the state of Kentucky from 2017 to 2024. She was also appointed to serve as the Kentucky Young Lawyer Del egate to the ABA House of Delegates from 2022 to 2024. During her time in the ABA, she received ABA Presidential appointments, ABA Chair of the House of Delegates appointments, and YLD Chair appointments to the Stand ing Committee on Constitution and Bylaws, House Tellers Committee, House Select Com mittee, and the National Conferences Teams. In addition to practicing law and volunteering with legal organizations, Megan enjoys vol unteering in the community and serving on boards such as the Friends of the Zoo (Louis ville) and the Saint Athanasius Booster Club. She also helps run a non-profit that raises money for underprivileged children in the counties encompassing Nolin Lake.
Stephen attended Centre College, graduating in 1991 with a double major in political philosophy and history. He graduated from law school at the University of Kentucky in 1994 and is licensed to prac tice in Kentucky, Ohio, and West Virginia. He is admitted to the Federal Courts in the Eastern District of Kentucky, Southern District of West Virginia, 6 th Circuit Court and 4 th Circuit Court.
As a Louisville native, Megan received her bachelor’s degree in polit ical science from the University of Louisville and her J.D. from the University of Louisville Brandeis School of Law. Megan also attended University of Missouri-Kansas City School of Law’s summer abroad program, which held law classes in Ireland and Wales. Megan is married to Gregory Miller and the two of them have three children Grayson, Rachel, and Levi.
Stephen served as a member of the KBA’s Ethics Committee for 10 years and as an Ethics Hotline attorney for 10 years. He also served on the Kentucky Bar Foundation for four years and has served on various local and statewide boards. His areas of practice, after more than 30 years practicing law, are numerous, but include personal injury work (both plaintiff and defense), domes tic relations, appellant work, municipal law, administrative law, and general civil litigation. Stephen enjoys giving back to his com munity. He offers free Wills and Powers of Attorney to first responders in local counties. He provides pro bono legal services for vet erans and others who are unable to pay. He previously served on the Institutional Review Board of Our Lady of Bellefonte Hospital, is past chairman of the Our Lady of Bellefonte Hospital Foundation, and has served on the Board of Bellefonte Hospital. Stephen lives in Bellefonte, Ky. He enjoys boating on Yatesville Lake, watching his four children finish their educations to start their careers, and most of all, being “babu” to his and Tracy’s sole grandchild, Addy.
