A Ruby Ulloa champions inclusion and education in benefits communication

A broker consultant at Savoy Associates, Ruby Ulloa brings 25 years of insurance experience to her work supporting brokers across the country. Her mission: help brokers build stronger, more inclusive businesses while making benefits communication clearer, more equitable and more accessible to everyone. “I’ve been a broker, so I understand the challenges,” Ulloa says. “Now, I get to support brokers by helping them design benefits tailored to their clients. It’s about understanding people, not just plans.” From paper files to national impact Ulloa’s career began in the early 2000s at a mom and-pop insurance shop, where she learned the fundamentals of client service by filing documents, calling carriers and collecting paperwork. “That was before all the technology we have today,” she says. “It was hands-on, and it taught me how important relationships are in this business.” Over time, she climbed through the ranks at major organizations, including Allianz Life and ADP, gaining experience in annuities, long-term care, group health and HR consulting. She later launched as an independent benefits consultant, helping families and small business owners directly. That experience cemented her passion for helping others thrive — especially brokers new to the industry or serving underserved communities. A first-generation immigrant born in Nicaragua, Ulloa came to the United States after completing primary school. Her parents, both highly financially literate, shaped her early understanding of risk and protection. “When I got my first paycheck, my parents made me open a bank account and save most of it,” she says. “They always talked about insurance as a necessity. I saw firsthand how important it was when my father had a car accident, and our policy helped us recover.
