Growing up in Fulshear and attending school in both Fulshear and Katy, I could never have imagined the tremendous growth that our little town would experience as well as the diversity that would accompany that growth. After a few years away at Texas A&M University, I was fortunate to have the opportunity to return home to work and raise my family here in this wonderful community. Years later, new families continue to flock to the Fulshear-Katy area in record numbers making our area one of the fastest-growing areas in the State of Texas, and that growth has continued to create tremendous opportunities for both existing and new businesses alike. What is even more impressive is that both Fulshear and Katy have managed to maintain the “small-town” charm that I remember from many years ago! The 5th edition of the Fulshear-Katy Area Community Guide & Directory was released in June 2022, and we have exciting news to share - our Directory is now an award winner! This past year the publication won 2nd place at the Texas Chamber of Commerce Executive Media Awards, TCCE Excellence Awards. To say I am humbled and proud is an understatement. Thank you to everyone who has helped make this publication what it is today.

If you have ever wondered where the days of smalltown USA went, come visit Simonton, Texas. Established in 1850 in the far northwest corner of Fort Bend County on the beautiful Brazos River, we are situated conveniently to I-10, the Westpark Tollway and Highway 36 for easy access to energy, medical and shipping corridors. Simonton has a long and celebrated history of family values, farming (notably pecans and potatoes), ranching, rodeo and equestrian life. MAYOR OF WESTON LAKES
When Weston Lakes incorporated in May of 2008, we became the seventh-largest city in Fort Bend County. We are a small city with non-intrusive government committed to no city taxes. We are a gated community bounded generally by FM 1093, Bowser Road and the Brazos River. As of 2022, Weston Lakes has grown to about 4,500 residents. The extension of the Westpark Toll Road and the construction of nearby schools has led to many new families moving into our city. Lamar Consolidated ISD’s new Morgan Elementary is adjacent to the City of Weston Lakes, while the older kids attend nearby Fulshear High School, Leaman Junior High and Roberts Middle School. The brand new ESD#4 Fire Station is also located adjacent to the City of Weston Lakes. Weston Lakes is a residential community with the Country Club being the only commercial property within the city limits. The club features a first-class golf course and pro shop, restaurant, fitness center, tennis courts and the 19th hole. The Weston Lakes Property Owners Association controls access to the community through our gates and maintains our lakes and three neighborhood parks. The majority of the city has water, sewer and trash service provided by a Municipal Utility District. All five members of the MUD #81 board are residents of Weston Lakes and are committed to the best service at the lowest cost to taxpayers. The Fort Bend County Sheriff’s Department provides police protection for the community and the Property Owners Association has contracted with the Precinct 1 Constable to patrol the neighborhood. On behalf of the dedicated men and women of the City of Katy Fire Department, we welcome you to our city. The City of Katy Fire Department prides itself on making a difference every day in every way. Our stations house modern apparatus including Class A pumpers, MICU ambulances, a high‐water rescue truck, booster truck, swift water boat, and aerial ladder trucks. Our stations are also equipped with numerous other types of firefighting, lifesaving and rescue equipment and safety gear for firefighters. The Katy Fire Department provides our citizens, businesses, and visitors with the highest level of protection against loss of life and property. The department is an integral part of the community and cognizant of neighborhood needs and priorities. Our staff is highly trained in all aspects of rescue, emergency medical services, fire prevention and suppression, and the control of other hazardous situations. Your City of Katy Fire Department is also an ISO Class 1 department. The Class 1 rating is the highest possible score that can be given to any fire department nationwide. An ISO fire rating is a score provided to fire departments and insurance companies by the Insurance Services Office. This score also reflects how prepared a community and the surrounding area is for handling fires. While it mainly focuses on the local fire departments and water supply, other factors contribute to a department’s score. The City of Katy Fire Department’s ability to earn the rating of Class 1 reflects the City of Katy’s commitment to providing quality public safety services to the citizens, businesses, and visitors of our community. As your Fire Chief, I could not be prouder to be part of this city and organization. The area continues to grow, and we are growing as a department to meet the needs of the residents, businesses, and visitors to our great city. Additionally, all of our area school districts, Fort Bend, Katy and Lamar, maintain their own law enforcement agencies that are dedicated to protecting our schools. It is my esteemed honor to welcome you to Fort Bend County. I am so proud to serve as the county judge and preside over the 10th largest county in Texas, with the most ethnically diverse population in the United States. With a population of nearly 850,000 residents, we are destined to exceed one million people by 2025. Many families and young professionals live in Fort Bend County making our county an ideal place to live, work, and raise a family. Although we’ve had an unprecedented two years, amid a global pandemic, I am filled with hope when I see how our county responded to our testing and vaccination efforts from the wave of COVID-19 that has swept the country. I’m proud to say that over 78% of Fort Bend’s population, aged 5 years and older, and 98% of the population 65 and older are fully vaccinated, making Fort Bend County even more attractive by being a health-conscious constituency. I am proud to work with our county leaders, economic development councils, chambers of commerce, and businesses to redefine how government engages with our citizens and our business owners to deliver the best county service and support. Recently, Fort Bend County was named The 15th Best County to Live in America by Niche.com. One of the top reasons people move to Fort Bend County is for our schools. Fort Bend school districts rank as some of the best school districts in the state. Our students are well served by exceptional primary and secondary education school districts such as Brazos ISD, Fort Bend ISD, Katy ISD, Lamar Consolidated ISD, Needville ISD, and Stafford MSD. From metropolitan living in Sugar Land to the master-planned communities of Missouri City or the charm of Fulshear, Needville, Stafford, Arcola, Village of Pleak, and Thompsons, to the history-rich communities of Richmond, Kendleton, and Rosenberg, Fort Bend County is a mix of communities that has something for everyone. OUR HISTORY
HISTORY OF FULSHEAR AND KATY
F ueled by the growth of new master planned communities, high-tech industrial warehouses and state of-the-art retail and lifestyle centers, it’s often hard to imagine the humble origins of the Fulshear and Katy communities. The history of the Fulshear and Katy community is woven from a common thread as both communities were originally deeply rooted in agriculture. However, the growth of both communities was ultimately fueled by the railroads. Established in 1824 by Churchill Fulshear, Jr. as part of a land grant from the Mexican government, what is
was recently widened to an average of 26 lanes. Fulshear’s growth can be tied largely to the expansion of FM 1093 and the development of the Westpark Tollway. While developers and business owners continue to flock to both the Katy and Fulshear communities in search of new opportunities, including new master planned communities, office buildings and retail centers, as well as a booming new market for industrial and distribution centers, area stakeholders work tirelessly to embrace the growth while ensuring that they are able to preserve the history and culture that makes these communities unique.
originally centered around the cotton gin and flour mill, quickly added a number of new businesses, including several shops and stores, a saloon, and even a hotel. The Katy community, initially known as Cane Island, was based around the MKT rail line. The name was often shortened to “K-T” and thus the town of Katy was born. The Katy economy was originally built around rice farming, however, residents were forced to rebuild after the Great Hurricane of 1900 destroyed nearly all of the homes in the area. Perseverance paid off and within a few years, infrastructure was rebuilt adding numerous local businesses, which also
included a hotel and saloon. The little town began to grow around the railroad stop as more and more families began moving to the area with dreams of prosperity on the Katy prairie. The City of Katy was incorporated in 1945 with C.L. Baird as its first Mayor. Fulshear ultimately incorporated as a general law city in 1977 and was later converted to a home-rule city in 2016. Ironically, the development and expansion of transportation infrastructure has once again fueled the rapid growth of both communities. For Katy, this growth was originally tied to the expansion of I-10, which
now known as Fulshear developed into a “boom town” when the Aransas Pass Railroad decided to run its rail line through the town in 1888. The rail brought an influx of immigrants to the area, and the town, which

D emographic data help us delve into the details of life in Fulshear and Katy. This demographics snapshot uses the most recently U.S. Census data available from the American Community Survey 5-Year Estimates, 2017-2021. The data are organized by 5-digit zip code tabulation areas (“ZCTAs”) used by the Census. ZCTAs, shown in the map, are in most cases equivalent to USPS zip codes. Katy’s ZCTAs are 77449, 77450, 77493 and 77494. Fulshear’s are 77406 and 77441. POPULATION AND HOUSING In a trend consistent with observations in previous editions of this Community Guide, Fulshear-Katy neighborhoods show large overall increases in population and housing over the past decade. Respectively, Fulshear’s and Katy’s 2021 populations total 81,663 and
HOUSEHOLDS, FAMILIES, RACE AND ETHNICITY Table 2 records characteristics and distribution of households, families and children in Fulshear-Katy. The majority of households consist of a single married couple with 3-4 children. Katy households tend to have slightly larger families. Differences are also evident in terms of the age distribution of children, with Fulshear ZCTA 77441 having the lowest fraction of very young children (less than 11% of family households having children younger than six years of age) and the highest fraction of schoolchildren 6-17 years of age (73%). The spread in children’s ages with a given family unit is also interesting: e.g., Fulshear families tend to have the smallest fraction of children of all ages
369,473, increases of more than 200% and 47% relative to the 2010 census. As shown in Table 1, particularly strong growth is observed in neighborhoods to the west (Katy) and southwest (Fulshear): Katy ZCTAs 77493 and 77494 sustained more than a twofold increase, and parts of Fulshear (ZCTA 77441) actually tripled in population and housing over the decade. However, this growth is not observed in all areas. Parts of Katy (ZCT5 77749) have also decreased slightly in population since the 2019 ACS estimate, with the population of ZCTA 77450 now essentially unchanged from the 2010 census. These trends likely reflect physical constraints and lack of room for growth. For example, Katy ZCTAs 77449 and 77450 are the densest in terms of housing at over 1,200 units per square mile. It makes sense that areas of sparser development to the south and west are also those that show currently strong growth.

DEMOGRAPHICS under 18 years (the category “age < 6 y and 6-17 y”) and the largest fraction of older school age children (category “6-17 y only”). Fulshear ZCTA 77441 (with the largest population and housing increase 2010 2021 of all Katy-Fulshear data) has the highest fraction of married couples Despite the prevalence of households composed of married couples and their children, family households without a married couple tend to be headed by females by a significant margin in all districts except Fulshear ZCTA 77441, where male householders outnumber female householders. Fulshear-Katy populations are also (88%) and the lowest percentage of nonfamily households (5%). highly diverse, with significant numbers of individuals claiming a multi-racial heritage. Those residents identifying within a single racial group are white by a small majority (57%), with the remaining population of African American (12%), Asian (12%), other (7%) or multiracial (11%) origin. Table 3 maps the distribution of these races as well as declared ethnicity. In all of Fulshear-Katy, Hispanic ethnicity is solidly represented, ranging from a minimum of greater than 20% to almost 50%; Hispanic representation in Fulshear has increased significantly since the 2019 ACS. EDUCATION AND INCOME The distribution of educational achievement shown in Table 4 is divided into two age groups: 18-24 , and 25 and older. For the 18-24 year cohort, in all census blocks at least 1 in 2 have achieved some degree beyond their high school graduation. In the 25-and-older group, a minimum of 85% (ZCTA 77449) have a high school degree or better, with most of the population attaining well above 90% (Fulshear-Katy overall greater than 92%). Overall, approximately 45% of the Fulshear-Katy population has at least attained a bachelor’s degree or better, and 17% of the total population over the age of 18 has attained a graduate or professional degree. As noted in the 2019 data, neighborhoods located south of I-10 show the highest percentage of both college and advanced degrees. Median household income (taken from owner-occupied housing only) from the 2021 ACS is shown in Table 5. Despite significant geographic variation in income, these data compare very well with the ACS 2021 U.S. Census median household income of $86,298 (owner-occupied housing only).

EMPLOYMENT AND OCCUPATION
Houston has been a world center for energy exploration, production and technology, as well as a center for chemical process technology, space exploration and associated development. According to the Greater Houston Partnership in its “Economy at a Glance – February 2023,” the 2022 economic data show the Houston area experienced record growth last year. Indicators include near-historic low unemployment, the domestic rig count nearing its pre-pandemic level, strong levels of commercial construction and The Port of Houston setting a record for container traffic. While growth is slowing, the local economy currently is not in recession. The region continues to have strong population growth and ranks No. 1 in Texas and No. 5 nationwide in tech job growth. Historically, the top employment in the area is categorized by the Census as: 1) education, healthcare, social assistance; 2) professional, scientific, management, administrative; 3) retail trade; 4) manufacturing; and 5) arts, entertainment, recreation, food service. The top 10 employers in the area range in size from 2,000 employees to 11,547, according to data from the Katy Economic Development Council.
