THE CAYTLIN HANDLEY ACT

On May 29, 2025, Governor Abbott signed a bill into law that will help Special Needs families across Texas. The Caytlin Handley Act takes effect immediately and requires Texas schools to provide information at the first ARD meeting about Local Intellectual and Developmental Disability Authorities to families whose child with IDD qualifies for Special Education services. Prior to this bill, families received this information when their child was 14. The bill is named for Caytlin Handley, a young Fulshear-area woman with IDD who, along with her parents, Boyd and Carey, inspired and advocated for this bill extensively in the last two legislative sessions.
