As our community continues to see tremendous growth thanks to its status as one of the premier locations for families and businesses alike, I feel fortunate for so many things. I am so proud to be part of this wonderful community and humbled by support and grace we have extended to each other through yet another year that seemed like a roller coaster ride at times. I am constantly astounded by the amazing people and local businesses that have embraced these challenges and continue to step up to support each other with such heart! As some of you may know, I grew up here in the Fulshear area, attended elementary school in Fulshear, high school in Katy and after a few years away in college at Texas A&M University, I could not wait to get back. I am so proud and honored that I have the opportunity to raise my family here in the Fulshear-Katy area.

When Weston Lakes incorporated in May of 2008, we became the seventh-largest city in Fort Bend County. We are a small city with non-intrusive government committed to no city taxes. We are a gated community bounded generally by FM 1093, Bowser Road and the Brazos River. As of 2022, Weston Lakes has grown to about 4,500 residents. The extension of the Westpark Toll Road and the construction of nearby schools has led to many new families moving into our city. Lamar Consolidated ISD’s new Morgan Elementary is adjacent to the City of Weston Lakes, while the older kids attend nearby Fulshear High School, Leaman Junior High and Roberts Middle School. The brand new ESD#4 Fire Station is also located adjacent to the City of Weston Lakes. Weston Lakes is a residential community with the Country Club being the only commercial property within the city limits. The club features a first-class golf course and pro shop, restaurant , fitness center, tennis courts and the 19th hole. The Weston Lakes Property Owners Association controls access to the community through our gates and maintains our lakes and three neighborhood parks. The majority of the city has water, sewer and trash service provided by a Municipal Utility District . All five members of the MUD #81 board are residents of Weston Lakes and are committed to the best service at the lowest cost to taxpayers. The Fort Bend County Sheriff ’s Department provides police protection for the community and the Property Owners Association has contracted with the Precinct 1 Constable to patrol the neighborhood. The City of Katy Fire Department prides itself on making a difference every day in every way. Our stations house modern apparatus including Class A pumpers, MICU ambulances, a high‐water rescue truck, booster truck, swift water boat , and aerial ladder trucks. Our stations are also equipped with numerous other types of firefighting, lifesaving and rescue equipment and safety gear for firefighters. The Katy Fire Department provides our citizens, businesses, and visitors with the highest level of protection against loss of life and property. The department is an integral part of the community and cognizant of neighborhood needs and priorities. Our staff is highly trained in all aspects of rescue, emergency medical services, fire prevention and suppression, and the control of other hazardous situations. Your City of Katy Fire Department is also an ISO Class 1 department . The Class 1 rating is the highest possible score that can be given to any fire department nationwide. An ISO fire rating is a score provided to fire departments and insurance companies by the Insurance Services Office. This score also reflects how prepared a community and the surrounding area is for handling fires. While it mainly focuses on the local fire departments and water supply, other factors contribute to a departments score. The City of Katy Fire Department ’s ability to earn the rating of Class 1 is a reflection of the City of Katy ’s commitment to providing quality public safety services to the citizens, businesses, and visitors of our community. As your Fire Chief, I could not be prouder to be part of this city and organization. The area continues to grow and we are growing as a department to meet the needs of the residents, businesses, and visitors to our great city. As you probably are well aware by now, Fort Bend County Commissioner ’s Court completed its redrawing of precinct boundaries last October, and the new map went into eect on January 1st of this year. So for those of you who reside in the Fulshear-Katy area (formerly Precinct 3), you are now my constituent and I am your County Commissioner! My priorities will remain unchanged as I forge ahead in my second term. I am committed to the very best mobility infrastructure that will serve to ease traic congestion and improve public safety. This will in turn continue to enhance the region’s economic development, which I am also committed to. I am so proud to serve as the county judge and preside over the 10th largest county in Texas, with the most ethnically diverse population in the United States. Although we’ve had an unprecedented two years, amid a global pandemic, I am filled with hope when I see how our county responded to our testing and vaccination efforts from the wave of COVID-19 that has swept the country. I’m proud to say that over 78% of Fort Bend’s population, aged 5 years and older, and 98% of the population 65 and older are fully vaccinated, making Fort Bend County even more attractive by being a health-conscious constituency. I am proud to work with our county leaders, economic development councils, chambers of commerce, and businesses to redefine how government engages with our citizens and our business owners to deliver the best county service and support. Recently, Fort Bend County was named, The 15th Best County to Live in America by Niche.com. One of the top reasons people move to Fort Bend County is for our schools. Fort Bend school districts rank as some of the best school districts in the state. Our students are well served by exceptional primary and secondary education school districts such as Brazos ISD, Fort Bend ISD, Katy ISD, Lamar Consolidated ISD, Needville ISD, and Stafford MSD. HISTORY OF FULSHEAR
T he history of the Fulshear and Katy communities is woven from a common thread. While the origins of the two communities were originally quite volatile, based largely on the boom and bust of the railroads or agricultural crops, the Fulshear-Katy area has recently become one of the fastest growing areas not only in the State of Texas but across the nation. What is now known as Fulshear was originally established by Churchill Fulshear, Jr. in 1824 as par t of a land grant from the Mexican government . Fulshear developed into somewhat of a boom town when the San Antonio Aransas Pass Railroad decided to run its rail line through Fulshear in 1888. Immigrants began f locking to the area. Shor tly after the turn of the century, the town, which originally centered around Churchill Fulshear ’s cotton gin and f lour mill , had grown to include several saloons, stores, shops and even a hotel. The earliest settlement of the community of Katy was originally known as Cane Island, named for Cane Island Creek which runs through the area. The name Katy ultimately was derived from the MKT Railroad Company, which was often shor tened to the “K-T.” The Great Galveston Hurricane of 1900 destroyed nearly all of the homes in the area, but residents were determined to rebuild. Within a few years they had developed
the infrastructure to suppor t local businesses, which included a hotel and saloon among others. Many more families began moving to the area with the anticipation of prosperity, and the town grew around the original railroad stop. Katy quickly developed into a thriving farming community, with rice as its most impor tant crop. The City of Katy was incorporated in 1945, with C. L . Baird as its f irst Mayor. Fulshear later incorporated as a general law city with the State of Texas in 197 7, and conver ted to a home-rule city in 2016. Both communities experienced rapid development as transpor tation infrastructure helped to connect them to the westward expansion of the Houston area. For Katy, this growth was originally tied to the opening of Interstate 10 in 1966 and was fur ther enhanced by the widening of I-10 to an average of 26 lanes in 2008. , Fulshear ’s growth can be tied to the original construction of the Westpark Tollway, as well as its recent expansion. Sensing the oppor tunity that both communities present , real estate developers and business owners have continued to invest heavily in new
master planned communities, off ice buildings and retail centers, as well as a booming new market for industrial and distribution centers.
While the history of these two communities is f illed with both prosperity and hardship, their future is a very promising one for residents and businesses alike.

BEAUTIFICATION PROJECT FOR THE FULSHEAR COMMUNIT Y

T he environment surrounding the Fulshear area has seen marked growth in recent years, as families have become enamored with its small town charm and rural residential feel. The roads that have begun to diverge and expand with the FM 1093 ex tension and the median that divides them serve as a doorway to the Fulshear community. As more expansion occurs, it is imperative that the city continues to preserve its idyllic feel , while cultivating commercial and residential development that ref lects the values and beauty of the community. CJ McDaniel moved to the area in 2012, and ever since has helped to enhance the beauty of this community. McDaniel began volunteering in various capacities, offering his experience and honing his interests along the way. In an effor t to give back , McDaniel served on the Parks and Recreation Commission and became a member of the Texas Master Naturalists. The Texas Parks and Wildlife Depar tment and the Texas A&M AgriLife Ex tension Service are sponsors of the Texas Master Naturalist program, which informs and equips
to gain approval and to discuss plans and funding, and formulated a plan for the seeding. Once he had done some research, the Fulshear-Katy Area Chamber of Commerce offered to be the permit holder for this project , as required by the state. The ex tension of the roadway has two planned phases. McDaniel calculated the dimensions of Phase 1 and then worked with city staff to coordinate the purchase of the seed and a planting plan, and aided in the actual planting, alongside the Wildlife Habitat Federation. In October 2019, 750 pounds of native wildf lowers and an additional 50 pounds of bluebonnets were planted at the intersection of FM 1093 and Cross Creek Ranch Blvd. There are plans to ex tend this beautif ication project all the way into downtown Fulshear. The promise of abundant blooms guiding the way into the hear t of Fulshear captures the allure of this community. When appreciation for nature and initiative are planted together, the rewards reaped will be f illed with beauty.

Upon the completion of the Westpark ex tension of FM 1093 underway, Fulshear Police Chief Kenny Seymour shared with McDaniel an interest in beautif ying the median area leading into Fulshear. Their conversation soon sparked enthusiasm to enhance the median by seeding it with native wildf lowers. The highways of Texas have long been lined with wildf lowers and native grasses. According to the TxDOT website, the Texas Depar tment of Transpor tation plays host to a wildf lower program that encourages the growth of wildf lowers and native grasses in order to enhance the natural aesthetics, while conserving water, controlling erosion, reducing the cost of highway maintenance, and providing a habitat for wildlife. McDaniel was instrumental in this effor t as he went to work evaluating construction plans. He contacted local off icials and the Economic Development board

CHANGES IN POPULATION GROWTH Overall, all neighborhoods show sustained growth in population and housing between 2010 and the 2019 estimates. The strongest increases were recorded in neighborhoods to the southwest in Katy and Fulshear; in some cases, these changes exceed 100 percent over this period. Geographic and population and housing data for 2010 and 2019 are summarized in Table 1. Fulshear ’s overall population rose to an estimated 61,820 from the 2010 estimate of 38,491; the Katy area’s estimate is
356,611, up from 250,975. “Such explosive growth, even in the challenged economy of the pandemic, brings a range of cultures, business and institutions that help the community thrive,” says Don McCoy, president and CEO of the Fulshear-Katy Area Chamber of Commerce. to the overall success of our region,” according to McCoy. EMPLOYMENT AND OCCUPATION Houston has been a world center for energy exploration, production and technology, as well as a center for chemical process technology, space exploration and associated development . While the COVID-19 pandemic took a toll on these and other industries, the Greater Houston Partnership sees an improving economy and an expansion of jobs for the area tech workforce in its online report , “Economy at a Glance – March 2022.” It states that the region had a record year of job growth in 2021, with strong population growth and corporate relocations/expansions. Historically, the top employment in the area is categorized by the Census as: 1) education, healthcare, social assistance; 2) professional, scientific, management , administrative; 3) retail trade; 4) manufacturing; and 5) arts, entertainment , recreation, food service. The top 10 employers in the area now include the Amazon fulfillment center that opened in 2020. It ranks in fifth place with 3,300 employees, according to data from the Katy Economic Development Council. With the area’s ability to attract national firms, the Chamber of Commerce’s education and workforce committee is at the forefront of helping these companies meet their workforce needs.

Nonfamily householders are more likely to be female and more likely to be living alone. Households with children under the age of 18 as a percentage of all households range from approximately 17-23 percent . In terms of race, ethnic heritage and various combinations of the Fulshear Katy communities, all communities show a diverse population with significant racial as well as ethnic contributions. “Our area is representative of our forefathers’ view of America: we are truly a melting pot ,” McCoy states. See Table 3. EDUCATION AND INCOME The distribution of educational attainment of the region’s population, broken down into two groups aged 18-24 and 25 years and older, is shown in Table 4. Roughly 60 percent of the Fulshear-Katy population have some formal post-secondary school education, with 29 percent of the total population finishing with a bachelor ’s degree in some field of study, and 20 percent with a graduate or professional degree. The neighborhoods located south of I-10 show the highest percentages of college and advanced degrees. Median household income from the ACS is shown in Table 5. The numbers are well above the U.S. Census median household income for 2020 of $67,521. “ These high educational rates and the high net worth of our area families add
