FHLBank Atlanta Announces CEO Transition Kirk R. Malmberg announced his retirement from his role as President and CEO of Federal Home Loan Bank of Atlanta, effective Dec. 31, 2025. FHLBank Atlanta’s Board of Directors elected Reginald T. O’Shields to succeed Malmberg as the bank’s next President and CEO. O’Shields assumed the position of President and CEO on Jan. 1. During his tenure, Malmberg led the Bank through significant periods of growth and transformation, helping to strengthen its mission, purpose and value

to shareholders. As CEO since 2021, the company achieved four consecutive years of strong financial performance and record-setting contributions to affordable housing. O’Shields brings 22 years of experience with FHLBank Atlanta, most recently having served as Executive Vice President and Chief Legal and Compliance Officer. Previously, he served as the bank’s Director of Enterprise Solutions, General Counsel, and Chief Compliance and Ethics Officer.
