Practical Examination for NDT Level I and II. The candidate should demonstrate familiarity with the ability to operate the necessary nondestruc- tive test equipment and to record and analyze the resultant information to the degree required. At least one selected specimen should be tested — although some personnel certification processes will require testing more than one specimen — and the results of the nondestructive test analyzed by the candidate. Certification. Certification of all levels of nondestructive testing personnel is the responsibil- ity of the employer. Certification of nondestructive testing personnel should be based on demonstra- tion of satisfactory qualification in accordance with sections of the appropriate ASNT qualification and certification program on education, training, experience, and examinations, as modified by the employer’s written practice. Personnel certification records shall be maintained on file by the employer. Recertification. All levels of nondestructive testing personnel shall be recertified periodically in accordance with either of the following: evidence of continuing satisfactory performance or reexamina- tion in areas under the heading “Examinations” (in SNT-TC-1A ) that the employer’s Level III deems necessary. Recommended maximum recertification intervals are five years for all levels. These recommendations derived from SNT-TC-1A are given only to show some of the items that must be considered in the development of an in-house nondestructive testing program. If an outside agency is contracted for radiographic test services, most codes and standards stipulate the requirements for that contractor’s qualification and certification program. Third-Party Certification A certifying agency is said to be a third party, in that it is independent of both the inspector and the employer (Examples: ACCP or ISO 9712 ). Some codes and standards stipulate a third party because it has no vested interest in either the inspector’s competence or the inspection’s reliability. The third-party agency may be a national certifying body, or it may be licensed by one. A third-party certification does not authorize an individual to work. The employer must issue an

Operating Authorization. CP-106 defines Operating Authorization as a: “Written statement issued by the employer, based upon the scope of certifi- cation, authorizing the individual to carry out defined tasks.” Note that such authorization can be dependent on the provision of job-specific training. International Organization for Standardization One standard with which compliance may be required is that of the International Organiza- tion for Standardization (ISO). ISO is a worldwide federation of national standards bodies, called ISO member bodies. The work of preparing international standards is normally carried out through technical committees. Each member body interested in a subject having a technical committee has the right to be represented on that committee. International organizations, both governmental and nongovernmental, in liaison with the International Organization for Standardization, also participate. The International Organization for Standardiza- tion collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization. Technical Committee ISO/TC 135 , Non-Destructive Testing Subcommittee SC 7, Personnel Qualification, prepared international standard ISO 9712, Nondestructive Testing — Qualification and Certification of Personnel . ISO 9712:2012 specifies principles for the qualification and certification of personnel who perform industrial (that is, nonmedical) nondestructive testing in a major method (10 major methods were listed in 2012). ISO 9712:2012 specifies also that ISO 9712 can apply to other techniques (a) if a comprehensive scheme of certification exists and (b) if the technique is covered by international, regional, or national standards or if the technique is validated to the satisfaction of the certification body. ASNT has published CP-106 , an adapted version of ISO 9712 . ASNT NDT Level III As a service, the ASNT NDT Level III certification program offers written examinations covering major nondestructive test methods. Training and experience are prerequisites for the examination,
