Do the service company workers possess qualifications and certifications required by contract and by applicable regulations? 8. Do the service company workers require training specific to the site, to address concerns such as confined space entry, electrical safety, 9. If quantitative tests are performed, do program requirements mandate equipment calibration? 10. Does the service company retain any liability for test results? Consultants 1. Will the contract be for time and materials or have a specific scope of work? 2. If a scope of work is required, who is technically qualified to develop and approve it? 3. Who will identify the required qualifications of the consultant? and hazardous materials? Do they need clearance to enter and work in the facility?
MANAGEMENT OF RADIOGRAPHIC TESTING Management of a nondestructive testing program requires consideration of many items to produce the desired results. There are five basic questions. 1. Do regulatory requirements mandate program characteristics? 2. What is the magnitude of the program needed to give desired results? 3. How much time is needed to fully implement a program? 4. What is the cost benefit of nondestructive testing? 5. What resources in personnel and money are available? Once these questions are answered, then a recommendation can be made to determine the best path forward. Three primary paths are (a) service companies, (b) consultants, and (c) in-house programs. Though these are primary paths, some programs may, on a routine or on as-needed basis, require support personnel from a combination of two or more of these sources. Before a final decision is made, advantages and disadvan- tages of each path must be considered. Therefore, the following are details that must be considered. Service Companies 1. Who will identify the components to be examined within the facility? 2. Will the contract be for time and materials, or will it have a specific scope of work?
